Even though the President won re-election this year and the Democratic Party retained control of the Senate (even making up some ground), the House of Representatives race seems to have gone the other way: the Republicans won 55% of the seats, even though the President won 51% of the popular vote. How did this happen?
In a word: gerrymandering. Geoffrey Stone has more, but basically Republican controlled legislatures in many states did a remarkably good job of designing districts in the wake of the 2010 Census so as to maximize the number of Republicans in the House. So even though the Republicans won less than half the votes cast for the House, they got 55% of the seats.
"Democracy" at work.
